In cooperation with the Government, which is engaged in a strategy to accelerate the deployment of 5G and future electronic communication network technologies, overseen by the Directorate-General for Enterprise (DGE) as part of the France 2030 action plan, Arcep continues to work on meeting the mobile connectivity needs of “vertical” users (manufacturers, logisticians, stakeholders from the energy, health and smart city sectors), which may want to use a private 4G/5G network to provide new services or improve their operational performance.
Creation of a single point for allocating frequencies in the 3.8 – 4.2 GHz band for a period of up to 10 years
Following a public consultation that was held this summer, Arcep adopted the arrangements for allocating frequencies in the 3.8 – 4.2 GHz band for ultrafast mobile networks for business purposes. It also adopted a decision setting the technical conditions for use of the band[1], which were approved on 12 December 2025 by the Minister responsible for Electronic Communications.
Arcep is therefore opening a single point of contact for issuing licences to use frequencies in the 3.8 – 4.2 GHz band in Metropolitan France. The applications process is conducted through an online portal for requesting access to spectrum, which Arcep opened in 2022.
Anne le Henanff, the Minister responsible for Artificial Intelligence and Digital Affairs, stated, “I welcome the opening of this single point for the award of long-term licences, which marks an important step in facilitating the deployment of private 5G networks for manufacturing and distribution infrastructures. This advancement will enable our businesses to optimise their production and become more competitive. I invite all businesses to seize this opportunity”.
