Fixed Broadband and Superfast Broadband Market

95% of homes passed for FttH, which represents 84% of all internet subscriptions in France


Today, Arcep is publishing its scorecard for the fixed broadband and superfast broadband market in France as of the end of March 2026. 

ROLLOUTS: Close to 95% of premises eligible to subscribe to a fibre service

  • As of the end of March 2026, of the 45.1 million premises in Metropolitan France inventoried by operators, 42.8 million are passed for FttH, which represents a coverage rate of 94.9%. This leaves 2.3 million premises still remaining to be covered. 
  • Over the course of Q1 2026, 345,000 additional households were passed for FttH, including: 
    • 175,000 additional premises in lower density, public-initiative areas were rendered eligible for FttH access, with 1,080,000 premises remaining to be covered.
    • 95,000 additional premises in lower density, private-initiative areas were rendered eligible for FttH access, with 770,000 premises remaining to be covered.
    • 10,000 additional premises were passed for FttH in those areas covered by calls for expressions of local interest (called "zones AMEL" in French), with 50,000 premises remaining to be covered.
    • 65,000 additional premises in very high-density areas were passed for FttH, with 410,000 premises remaining to be covered.
  • As of 31 March 2026, 43.5 million households were covered by fixed ultrafast services (FttH, VDSL2, cable), or 96.4% of all households in France.

Monitoring FttH rollouts in “AMII” and “AMEL” areas

Arcep is responsible for monitoring operators’ compliance with the commitments (1) they have made, and publishes regular progress reports on their deployments. 

As of 31 March 2026, in those parts of the country where the Government has issued a call for investment letters of intent ("zones AMII"):

  • 96.1% of the premises for which Orange has made a commitment had been made eligible for fibre access; 
  • 98.2% of those in municipalities where SFR has made a commitment had been made eligible for fibre access.
