The procedures for awarding frequencies in the 1800 MHz and 2.1 GHz bands in Guadeloupe, in Martinique, in Guiana, in Saint Barthélemy, in Saint Martin, in Réunion and in Mayotte, and in the 900 MHz band in Guiana, in Saint Barthélemy, in Saint Martin and in Mayotte were launched on 17 July 2024. Arcep set a deadline of 1 October 2024 for submitting a tender dossier.
1. Frequency assignment procedures in Guiana – 900 MHz, 1800 MHz and 2.1 GHz bands
As communicated by the Authority on 1 October 2024, the firms Digicel AFG, Free Caraïbe, Orange and Outremer Telecom submitted tender dossiers for the frequency assignment procedures in the territory of Guiana.
Upon completing its examination of these dossiers, Arcep concluded that the firms Digicel AFG, Free Caraïbe, Orange and Outremer Telecom are qualified to participate in the frequency assignment procedures for the 900 MHz, 1800 MHz and 2.1 GHz bands in Guiana.
2.1 GHz band
As the quantity of spectrum available in the 2.1 GHz band in Guiana as of 1 May 2025 is equal to the amount needed to satisfy the amounts requested by the qualified candidates, and none of the qualified candidates expressed the same choice of positioning, there is no need to proceed with a principal auction stage for the assignment of the 2.1 GHz band. The final results of the procedure to assign 2.1 GHz band spectrum in Guiana, taking into account the frequencies that the winning candidates already hold and that will remain in their spectrum holdings after 1 May 2025, are as follows:

The four candidates are authorised to participate in the principal auction stage for the assignment of frequencies in the 900 MHz and 1800 MHz bands that will be available as of 1 May 2025 in the territory of Guiana.
2. Frequency assignment procedures in Guadeloupe and in Martinique – 1800 MHz and 2.1 GHz bands
As communicated by the Authority on 1 October 2024, the firms Digicel AFG, Orange and Outremer Telecom submitted tender dossiers for the frequency assignment procedures in the territories of Guadeloupe and Martinique.
Upon completing its examination of these dossiers, Arcep concluded that the firms Digicel AFG, Orange and Outremer Telecom are qualified to participate in the frequency assignment procedures for the 1800 MHz and 2.1 GHz bands in Guadeloupe and in Martinique.
1800 MHz band
The three candidates are now authorised to participate in the principal auction stage for the assignment of frequencies in the 1800 MHz bands that will be available as of 1 May 2025 in the territories of Guadeloupe and Martinique.
2.1 GHz band
In the 2.1 GHz band in Guadeloupe, as the quantity of frequencies available in that band as of 1 May 2025 is greater than the quantity required to satisfy the total amount requested by the qualified candidates, there is no need to proceed with a principal auction stage for the assignment of the 2.1 GHz band. The quantities of spectrum that will be assigned in the 2.1 GHz band in Guadeloupe as of 1 May 2025 under the present procedure, provided it is brought to completion, are as follows:

As the quantity of spectrum in the 2.1 GHz band in Guadeloupe and in Martinique that each winning candidate can obtain is now known, the “positioning” auctions that will take the form of several successive, single-round sealed bid auctions, will be held in the coming weeks.
3. Frequency assignment procedures in Saint Barthélemy and in Saint Martin – 900 MHz, 1800 MHz and 2.1 GHz bands
As communicated by the Authority on 1 October 2024:
- the firms Dauphin Telecom, Digicel AFG, Orange and UTS Caraïbe submitted tender dossiers for the frequency assignment procedures in the territory of Saint Martin;
- the firms Dauphin Telecom, Digicel AFG and Orange submitted tender dossiers for the frequency assignment procedures in the territory of Saint Barthélemy.
900 MHz, 1800 MHz and 2.1 GHZ bands in Saint Martin
Upon completing its examination of these dossiers, Arcep concluded that the firms Dauphin Telecom, Digicel AFG, Orange and UTS Caraïbe are qualified to participate in the frequency assignment procedures for the 900 MHz, 1800 MHz and 2.1 GHz bands in Saint Martin.
The four candidates are now authorised to participate in the principal auction stage for the assignment of frequencies in the 900 MHz, 1800 MHz and 2.1 GHz bands available as of 1 May 2025 in the territory of Saint Martin.

Upon completing its examination of these dossiers, Arcep concluded that the firms Dauphin Telecom, Digicel AFG and Orange are qualified to participate in the frequency assignment procedures for the 900 MHz, 1800 MHz and 2.1 GHz bands in Saint Barthélemy.
The three candidates are now authorised to participate in the principal auction stage for the assignment of frequencies in the 900 MHz, 1800 MHz and 2.1 GHz bands available as of 1 May 2025 in the territory of Saint Barthélemy.
4. Frequency assignment procedures in Réunion – 1800 MHz and 2.1 GHz bands
As communicated by the Authority on 1 October 2024, the firms Orange, Société réunionnaise de radiotéléphonie (SRR), Telco OI and Zeop Mobile submitted tender dossiers for the frequency assignment procedures in the territory of Réunion.
Upon completing its examination of these dossiers, Arcep concluded that the firms Orange, SRR, Telco OI and Zeop Mobile are qualified to participate in the frequency assignment procedures for the 1800 MHz and 2.1 GHz bands in Réunion.
1800 MHz band
The four candidates are now authorised to participate in the principal auction stage for the assignment of frequencies in the 1800 MHz band available as of 1 May 2025 in the territory of Réunion.
2.1 GHz band
In the 2.1 GHz band in Réunion, as the quantity of frequencies available in that band as of 1 May 2025 is equal to the amount needed to satisfy the amounts requested by the qualified candidates, and none of the qualified candidates expressed the same choice of positioning, there is no need to proceed with a principal auction stage for the assignment of the 2.1 GHz band. The final results of the procedure to assign 2.1 GHz band spectrum in Réunion, taking into account the frequencies that the winning candidates already hold and that will remain in their spectrum holdings after 1 May 2025, are as follows:

5. Frequency assignment procedures in Mayotte – 900 MHz, 1800 MHz and 2.1 GHz bands
As communicated by the Authority on 1 October 2024, the association Mayotte Médias & Culture along with the firms Orange, SRR, and Telco OI submitted tender dossiers for the frequency assignment procedures in the territory of Mayotte.
Upon completing its examination of these dossiers, Arcep concluded that:
- the firms Orange, SRR and Telco OI are qualified to participate in the frequency assignment procedures for the 900 MHz, 1800 MHz and 2.1 GHz bands in Mayotte;
- the application submitted by the association Mayotte Médias & Culture is ineligible, as it failed to provide all of the requested information and documents. It has therefore been rejected.
The three candidates are now authorised to participate in the principal auction stage for the assignment of frequencies in the 900 MHz band available as of 1 May 2025 in the territory of Mayotte.
1800 MHz and 2.1GHz bands
In both the 1800 MHz and 2.1 GHz bands in Mayotte, as the quantity of frequencies available in those bands as of 1 May 2025 is equal to the amount needed to satisfy the amounts requested by the qualified candidates, and none of the qualified candidates expressed the same choice of positioning, there is no need to proceed with a principal auction stage for the assignment of the 1800 MHz and 2.1 GHz bands. The final results of the procedure to assign 1800 MHz and 2.1 GHz band spectrum in Mayotte, taking into account the frequencies that the winning candidates already hold and that will remain in their spectrum holdings after 1 May 2025, are as follows:
