Arcep adds over 400,000 consumer-conducted tests to “Mon réseau mobile” as part of a partnership with Ookla


Mon réseau mobile (My mobile network) i s Arcep’s mapping website that helps users identify the mobile operator with the best coverage at their home, work, or vacation destination. Arcep is now expanding this site with new metrics sourced from Ookla®’s “ Speedtest® ” crowdsourcing app, which allows users to test their mobile operator’sperformance: download and upload speeds, and latency. This partnership has been established for one year, and the data will be published quarterly on “Mon réseau mobile”.

These mobile service quality tests, which are the result of collaborative production (crowdsourced), supplement the data provided by Arcep on “Mon réseau mobile” 

As a global lea der in connectivity intelligence, Ookla collects hundreds of thousands of data points in France each month through tests conducted by users on their mobile devices—at home, on public transportation, at work, or even while on vacation. These tests are then aggregated and anonymized before being published by Arcep on the “ Mon réseau mobile ” mapping platform. In total, more than 420,000 measurements were made available to the public this quarter. Each department has between 300 and 80,000 test points: a volume of data that provides more accurate information on connectivity in France.

In an effort to improve “Mon réseau mobile” and ensure that it accurately reflects the user experience, Arcep sought to supplement the available data with this new data. Ookla has declared its compliance with Arcep’s “ code of conduct ”, which aims to promote transparency regarding measurement methods and the robustness of the practices employed. Arcep has also partnerships with the “SpeedChecker” and “Mi Senti?” apps. Like Ookla’s data, their data is published on “Mon réseau mobile” and asopen data on data.gouv.fr 

This data complements the findings of the annual mobile service quality survey (which covers 1,700,000 test points): it provides users with additional and more up-to-date information — particularly in certain rural areas — and has the advantage of being available anywhere in the country at any time, including at night.

“Data-driven regulation” for the benefit of the end user 

Access to the information published on “ Mon réseau mobile ” enables users to make an informed choice of carrier and encourages carriers to differentiate themselves not only on price, but also by the level of coverage and quality of service they offer. These measures apply to all areas, particularly rural areas, which until now have benefited from only a limited number of measures through collaborative production. Reaffirmed as part of Arcep’s “ Ambition 2030 ” strategy, the “data-driven regulation” approach is based on a two-pronged principle:

  • making data and information collected by the regulator available to the public to help users choose their operator and thereby encourage market players to improve their services,

  • organizing the collection of data and information from users — who are the first to detect market malfunctions — to identify early warning signs or systemic issues, and better tailor regulation to their needs.

This approach led to the creation of the tools “ J’alerte l’Arcep ”, “Mon réseau mobile”, and “ Ma connexion internet .”
