As of 1 September 2009, Mr. Stéphane Hoynck, maître des requêtes (master of petitions) for the Conseil d’Etat, will replace Ms. Joëlle Adda – President of the Administrative Court, and who will be taking up a new position at the Administrative Court of Appeals of Paris – as ARCEP’s Director of Legal Affairs.
Mr. Hoynck, 35, is a former ENA student (2003/2005) who began working for the Conseil d’Etat in 2005. He has worked as a rapporteur for the litigation and the public works divisions. He is also a legal advisor to the Internet rights Forum (Forum des droits sur l’Internet).
