ARCEP continues the third cycle of market analysis for fixed telephony by submitting its "Market status and outlook" document and its market analysis to the Competition authority for commentary

Today ARCEP submitted its analysis of the fixed telephony market to the French Competition authority. The Competition authority has until 27 May 2011 to return its opinion of the analysis to ARCEP who will then, in early summer, adopt the decision that will be in effect from 2011 to 2014.

ARCEP submitted the first version of its "Market status and outlook" document and of its market analysis to a public consultation that ran from 23 February to 23 March 2011. Nine parties responded to this consultation. With the exception of those protected by business secrecy, these responses along with a summary are being made public today.

The market analysis that is being submitted to the Competition authority today for feedback is a document that has been revised to take account of these responses.

After having considered the opinion of the Competition authority, ARCEP will submit a draft decision to the European Commission and to the national regulatory authorities in the other European Union Member States. At the same time, this draft decision will be submitted to a new public consultation in June. It is at this point that obligations will be specified in detail, and particularly the parameters applied to multi-annual tariff supervision - notably call termination charges for all carriers.

Once this stage has been complete, ARCEP will adopt its final decision.
