Arcep adopted Decision No. 2014-0735 on the capacity services market analysis on 26 June 2014 (1). In this decision, the Authority indicated that it would be introducing a cost model within the next 18 to 24 months that would make it possible in particular to determine price squeeze and non-excessive pricing thresholds for Orange wholesale optical fibre capacity products, in the area in France that is subject to price supervision, referred to as fibre zone 2 or "FZ2".
After a first consultation on the overall configuration of this model and the algorithms used to simulate the connection path of an efficient generic operator, today Arcep is launching a second public consultation. This one is dedicated in particular to the model's parameters, and will provide stakeholders with an opportunity to share their comments on the parameters selected by Arcep, and the values assigned to them. This consultation also takes a look at the feedback obtained during the first consultation, and details the different amendments that were made in response to this feedback.
This public consultation will run until 20 June 2016.
