ARCEP published today the list of letters of intent it had received by 17 October 2005 regarding new authorisations for the deployment of wireless local loop networks.
This is a preparatory step to the application procedure in which all applications received on 6th January 2006 will be examined. This preparatory step allows ARCEP to determine whether there are sufficient frequencies in the 3.4-3.6 GHz band in each of the Metropolitan France regions, as well as in Guyana, Mayotte and in Saint Pierre and Miquelon.
Letters of intent were received from 175 candidates : 67 letters were submitted by local governments, 76 by telecommunications operators, and 32 by other entities.
Thirty-two candidates submitted a letter of intent for all 22 Metropolitan regions.

What comes next?
Candidates can examine possibilities of sharing frequencies from now until 6th January 2006, the application deadline. Letters of intent may be modified until that date. ARCEP will regularly update the list of candidates having submitted a letter of intent. On 6th January, between 9.00am and 5.00pm, candidates must confirm their letters of intent by submitting their applications to ARCEP under the conditions set out in the application procedure.
ARCEP will then examine the applications in order to determine whether there are sufficient frequencies in each of the regions.
In regions where frequencies are sufficient, ARCEP will issue authorisations to use frequencies on a first-come, first-served basis. Authorisations may be issued for coverage areas smaller than a region, that is for a single département or several towns. On the other hand, in regions where frequencies are not sufficient, applications will be refused, and candidates will be required to submit another application on 1st February 2006 for the "beauty contest" procedure, in which applications will be compared. Authorisations will be issued for the regional level, two in each Metropolitan region and Guyana, and three in Mayotte and Saint Pierre and Miquelon.
ARCEP invites candidates to prepare their applications for submission on 6th January 2006. Required content of the applications is explained in ARCEP's decisions (05-646 for Metropolitan France regions and 05-647 for Guyana, Mayotte and Saint Pierre and Miquelon). Furthermore, given the number of letters of intent it has received, ARCEP recommends that candidates already begin preparing their applications for a possible "beauty contest". The content of these applications is also explained in the abovementioned decisions.
