ARCEP publishes the responses received from stakeholders to the public consultation on the criteria for choosing an investment cost annualization method, and the transition from copper to fibre. ARCEP is also publishing an initial summary and analysis of these responses, along with its follow-up plans.

As part of its work on the regulatory framework governing ultra-fast broadband rollouts in France, ARCEP launched a public consultation on 29th March 2011 on the criteria for choosing an investment cost annualization method, and the transition from copper to fibre.

Eight parties responded to the consultation. With the exception of those covered by commercial secrecy, all of these responses are now being made public. ARCEP is also publishing a document that contains a preliminary summary and analysis of these responses.

The Authority can now engage in additional technical efforts in tandem with operators. A detailed report that includes the results of these efforts, along with an in-depth analysis of the stakeholders' responses will be published in November 2011.
