The French Telecommunications Regulatory Authority (ART) is responsible, under the 1996 Telecommunications Act, for establishing and managing the national numbering plan.
After discussions with operators, service providers and consumers, where parties called for simple, straightforward tariffs, ART decided there was a need for clearer usage conditions for 08ABPQMCDU-format numbers (eg. 0800123456), according to the type of service proposed and the price paid for the service. These numbers enable access to freephone and audiotex services.
ART has thus drafted a proposal and invites comments on it from interested parties.
