ART publishes its opinion on the modification to Dolphin Telecom's license

On 28 June 2002, Dolphin Telecom requested that Autorité de régulation des télécommunications (ART) modify Dolphin's authorisation to establish and operate a professional mobile radiocommunications network. In examining the case, ART launched a broad public consultation on 22 October 2002 in order to receive comments from market players on the possibility of such a change.

A report was written based on the elements received, as well as on analysis and investigations conducted by ART. It was submitted to the Minister Delegate to Industry, who followed ART's recommendations and denied the request on 20 January 2003.

A submission for an out-of-court settlement against the previous decision has been filed by Dolphin Telecom on 10 March 2003. The Minister Delegate to Industry requested ART's opinion on the elements submitted in support of the appeal.

ART subsequently issued a new opinion, based on the appeal. ART's Board of Directors deliberated on the opinion at a meeting held 24 April 2003 and submitted its deliberations to Minister Delegate to Industry who announced on 9 May 2003 that she would follow ART's opinion.
