During its plenary meeting held on 2 and 3 October 2025 in Sofia (Bulgaria), the Body of European Regulators for Electronic Communications (BEREC) elected Sarah Jacquier-Pelissier – who has been a member of Arcep’s Executive Board since 2023 – to the position of Vice-chair for 2026.
An executive position for Arcep in BEREC in 2026, two years after serving as Vice-chair in 2024, as well as in 2022
BEREC’s Mini-Board for 2026 has thus been fully appointed: Marko Mišmaš (AKOS, Slovenia) will be the Chair of BEREC in 2026, succeeding Robert Mourik (ComReg, Ireland). Mr. Mourik will also serve as Vice-chair alongside Alejandra de Iturriaga Gandini (CNMC, Spain), the future Chair of BEREC in 2027, Giacomo Lasorella (AGCOM, Italy), Michel Van Bellinghen (BIPT, Belgium), Klaus Steinmaurer (RTR, Austria) and Sarah Jacquier-Pelissier (Arcep, France). Milan Radulović (EKIP, Montenegro) will serve as Vice-chair as an Observer.
Arcep Chair, Laure de La Raudière, was a BEREC Vice-Chair in 2024, and Executive Board member, Emmanuel Gabla, held that position in 2022.
Arcep is fully committed to the work being done by BEREC, at a time when Europe’s regulatory framework is under review
Since its creation 2010, BEREC’s mission has been to develop and promote an efficient internal electronic communications market for the benefit of users and the ecosystem. It assists the European Commission and NRAs in implementing the regulatory framework governing electronic communications in the EU. Drawing on its experience and forward-looking vision, BEREC regularly initiates exploratory work on society’s digital issues and challenges: connectivity, Open internet, gatekeeper platforms, and the environment.
The electronic communications sector is expected to be the subject of a new European Commission legislative proposal before the end of the year, with the review of the European Electronic Communications Code and the announced draft of the Digital Networks Act. The election of Sarah Jacquier-Pelissier to the position of Vice-chair is fully in line with Arcep’s ongoing involvement at the European level, and its commitment to contributing to both the drafting of regulatory frameworks for the digital technology that falls under its purview, and monitoring their implementation.

• Sarah Jacquier-Pelissier, member of the Arcep Executive Board, will be a BEREC Vice-chair for 2026,
• Chiara Caccinelli, Deputy head of Arcep’s Economic Analysis and Digital Intelligence unit, will co-chair BEREC’s Digital markets working group,
• Tom Nico, an Arcep policy officer, will co-chair BEREC’s Sustainability working group,
• François Weber, Head of Arcep’s Copper and Infrastructures unit, will co-chair BEREC’s Fixed network evolution working group.
