The Body of European Regulators of Electronic Communications (BEREC), in which Arcep is an active participant in all of the work being done, is launching a public consultation today on draft guidelines for national regulatory authorities on the implementation of European regulation No. 2015/2120 of 25 November 2015, laying down measures concerning open internet access.
Arcep had kicked off the national debate in France back in September 2015 with the publication of a state of the art report on net neutrality regulation, and furthered discussions more recently with its Open internet workshop on 11 May 2016.
Arcep looks forward to receiving meaningful feedback from members of civil society and from industry stakeholders, notably on issues such as zero rating, specialised services, traffic management measures, etc.
Once the consultation concludes on 18 July, Arcep and its fellow European regulators will begin to analyse the comments received, to be able to then incorporate all relevant input into the final version of the guidelines, which will be published on 30 August.
