Biannual meeting of independent and public administrative authorities: how AI can benefit regulation


Arcep was delighted to host the meeting of Independent public and administrative authorities (IPA/IAA) on Tuesday, 9 June. This biannual meeting is an invaluable platform for dialogue, coordination, and for reflecting on current regulatory challenges, both national and European. 

How can AI benefit regulation: the inter-IPA – IAA working group presents its initial findings

A working group has been meeting on a quarterly basis since 2024, to share use cases and AI services being used to serve regulation. The aim is also to examine the extent to which certain authorities could pool infrastructures to run AI applications containing sensitive data within a secure environment. 

Arcep took the opportunity to present the main findings of its recent report, “Generative AI: environmental issues and challenges” and its nine recommendations. 

Network of Independent public and administrative authorities (IPA/IAA)  

The members of this network include the French competition authority/Autorité de la Concurrence (ADLC), the Financial markets authority/Autorité des Marchés Financiers (AMF), the National Gambling Authority/ Autorité nationale des Jeux (ANJ), the Regulatory Authority for Electronic Communications, Postal Affairs and Press Distribution (Arcep), the Regulatory Authority for Audiovisual and Digital Communication/ Autorité de régulation de la communication audiovisuelle et numérique (Arcom), the Regulatory Authority for Transportation/Autorité de Régulation des Transports (ART), the Data Protection Authority/Commission Nationale de Informatique et des Libertés (CNIL), the Energy Regulatory Commission/Commission de Régulation de l’Énergie (CRE), and the High Authority for Audit/Haute Autorité de l’Audit (H2A). 

The group has also welcomed the Prudential Supervision and Resolution Authority/Autorité de Contrôle Prudentiel et de Résolution (ACPR) as an observer.

The network’s activities include:

- Biannual meetings of the authority chairs, to share their core workstreams, and discuss common issues and challenges, as well as working methodologies;
- An ongoing dialogue between departments, to create partnerships and share resources;
- Dedicated working groups (how AI can benefit regulation, IPA/IAA HR network)
- Inter-IPA/IAA job forum, to promote staff members’ mobility between authorities.
