Arcep opens a public consultation on its proposed minimum shipping fee for books


The Act of 30 December 2021, which seeks to strengthen the book economy and increase equity and trust between its stakeholders[1], served to complete the “Lang Act” on fixed book prices, by stipulating that shipping charges on new books must be billed in keeping with a minimum fee, and that this minimum fee will be set by Order of the ministers responsible for culture and the economy, following a proposal by Arcep.

Arcep proposes to set this minimum fee at €3, incl. VAT, per parcel, and is publishing a public consultation today to gather feedback from the interested stakeholders.

This public consultation will run until 27 May 2022. After which, and based on the contributions it receives, the Authority will then submit a proposal to the Government.
