Fixed Broadband and Superfast Broadband Market

More than 95% of households in France have access to FttH services, which represent 85% of all internet subscriptions


Today, Arcep is publishing its scorecard for the fixed broadband and superfast broadband market in France as of the end of June 2026.

ROLLOUTS: More than 95% of households are now able to subscribe to a fibre service.

At the end of June 2026, of the 45.2 million households across the country:

· 43.1 million are passed for FttH services (275,000 additional households passed during the quarter), which represents a coverage rate of 95.3%.

· 2.1 million households still remain to be covered. Operators are reporting that, as of this writing, more than a third of these are either households whose fibre installation work has been refused by a third party [1] or homes that are still under construction.

In lower density areas covered by Public Initiative Networks (PIN):

· 140,000 additional households were rendered eligible for FttH access during the quarter,

· 970,000 households (or 5 %) still remain to be covered.

In lower density areas covered by private initiative deployments:

· 75,000 additional households were rendered eligible for FttH access during the quarter,

· 725,000 households (or 4%) still remain to be covered.

In those areas covered by calls for expressions of local interest (called "zones AMEL" in French):

· 10,000 households were passed for fibre in during the quarter,

· 50,000 households (or 3%) still remain to be covered.

In very high-density areas:

· 50,000 households were passed for fibre during the quarter,

· 375,000 households (or 5%) still remain to be covered.

As of 30 June 2026, 43.7 million households were covered by fixed ultrafast services (FttH, VDSL2, cable), or 96.7% of all households in France.

Monitoring FttH rollouts in “AMII” and “AMEL” areas

Arcep is responsible for monitoring operators’ compliance with the commitments [2] they have made, and publishes regular progress reports on their deployments.

As of 30 June 2026, in those parts of the country where the Government has issued a call for investment letters of intent ("zones AMII"):

· 96.4% of households in municipalities where Orange has made a commitment were eligible for fibre access;

· 98.3% of households in municipalities where SFR has made a commitment were eligible for fibre access.

Details regarding the progress of individual “AMEL” project commitments (i.e. legally binding FttH rollout commitments that certain operators [3] have made to local authorities, as part of calls for expressions of local interest) can be found in pages 18 to 22 of the publication.

Tracking FttH rollouts with “Ma connexion internet” 

The “Déploiements fibre” maps on the “Ma connexion Internet” website (formerly cartefibre.arcep.fr) allow users to track the progress of FttH rollouts in a very detailed fashion.

The information associated with these rollout maps is available as open data.

SUBSCRIPTIONS: As of end June 2026, 90% of fixed internet subscribers had an ultrafast connection (85% of which were FttH)

· The number of ultrafast internet subscriptions stood at 29.9 million as of 30 June 2026 (+ 410,000 in Q2 2026, compared to + 490,000 in Q2 2025). In addition to fibre, these subscriptions include VDSL2, cable, satellite, superfast wireless and fixed 4G and 5G plans. Ultrafast broadband subscriptions represented 90% of all internet subscriptions in Metropolitan France at the end of June 2026.

· Subscriptions to fibre plans (28.1 million at the end of June 2026) grew by 460,000 in Q2 2026 (compared to + 610,000 in Q2 2025). The number of FttH subscriptions thus represents 85% all internet subscriptions and 94% of all ultrafast internet subscriptions.

· The number of “classic” broadband subscriptions continues to shrink, albeit at a slower pace each quarter. In Q2 2026, their numbers decreased by 360,000, compared to a decrease of 440,000 in Q2 2025. The total number of “classic” broadband subscriptions thus stood at 3.2 million at the end of June 2026, and now represent only 10% of all internet subscriptions.

· The total number of broadband and superfast broadband subscriptions reached 33.1 million as of 30 June 2026. The pace of quarterly growth is equivalent to what was observed in Q2 2025, with 50,000 additional subscriptions recorded over the course of Q2 2026.
