Frequency assignments for professional mobile networks: Arcep expands assignment procedures for the 2.6 GHz TDD band to Mayotte


Arcep continues to carry out its action plan to satisfy the mobile connectivity need of vertical industry users (manufacturers, logisticians, energy and health sector companies, smart city stakeholders…) that may want to use a private 4G/5G networks to develop new services or improve their operational performance.

Arcep held a public consultation from 10 July to 26 September 2025 to gather stakeholders’ feedback on their frequency requirements in the 2.6 GHz FDD[1] and 3.4 – 3.8 GHz bands in Mayotte.

In light of the responses to this consultation, on the one hand, and with a view to satisfying the needs of “verticals” to have frequencies for mobile business use cases in Mayotte, on the other, Arcep is expanding its window for frequency assignments in the 2.6 GHz TDD band for ultrafast professional mobile networks to include Mayotte.

The procedure for assigning frequencies in the 2.6 GHz TDD band (2575 – 2615 MHz) for ultrafast professional mobile networks (PMR), established in May 2019, were first reviewed in December 2024. This review expanded the assignment window to include the territories of Réunion, Guadeloupe, Martinique, Guiana, Saint Martin, Saint Barthélemy and Saint Pierre et Miquelon. 

The aforementioned public consultation also made it possible to ascertain that:

  • available frequencies in the 3.4 – 3.8 GHz band in Mayotte carry medium-term benefits for mobile network operations, given the expected increase in 5G traffic, but there is no need for additional spectrum in the band in the short term. As a result, Arcep plans on allocating the frequencies available in the 3.4 – 3.8 GHz band within a timeline that aligns with the increase in 5G traffic in that territory;
  • frequency needs in the 2.6 GHz FDD band from 21 February 2028 onwards will exceed the amount of spectrum available on that date. As a result, Arcep plans on consulting the sector’s stakeholders on draft procedures and conditions for allocating available spectrum in the 2.6 GHz FDD band starting on 21 February 2028.
