The “positioning” procedure for 900 MHz band frequencies in Réunion took place from 6 March 2024 to 21 March 2024, in accordance with the assignment procedures set forth in Arcep Decision No. 2023-1213.

Reminder of the previous stages of the assignment procedure
Having completed the examination of the applications, the principal auction for the assignment of all of the 900 MHz band frequencies available as of 1 May 2025 (7 blocks of 2x5 MHz), which was held on 13 February 2024[1], made it possible to determine the blocks of frequencies obtained by each of the winning candidates, provided the procedure for awarding spectrum in the 900 MHz band in Réunion is brought to completion.
Results of the positioning procedure
The positioning of the 900 MHz band frequencies assigned in Réunion up to 30 April 2025, determined after Arcep’s consultation with the concerned stakeholders, will be as follows, within 45 days of awarding the frequency licences, and of issuing the amending decisions for operators concerned by the rearrangement of the 900 MHz band :

Licencing fee payment
As a reminder, the winning candidates will pay:
- the amount bid during the principal auction, to be paid in four equal instalments over four years, the first of which will be paid upon being awarded their frequency licence, and the remaining three on the anniversary of that date;
- the amount proportional to the amount of spectrum awarded for the current year, expressed in MHz, payable before 31 January or, for a new assignment, the date on which the frequencies are released. This amount per MHz is set at 2,287.50 euros.
In addition to these amounts, operators will pay a variable annual fee, equal to one percent (1%) of the revenue earned from the use of these frequencies, with the exception of the revenue earned on the operation of a second generation (2G) mobile network.
