Frequencies – French Overseas Territories

Arcep launches a public consultation on the assignment of radio frequencies in Mayotte and in Guiana


On 10 July Arcep launched a public consultation to gather feedback from stakeholders on their radio frequency needs in the following bands:

  • in Mayotte, spectrum that is or will shortly become available in the 2.6 GHz and 3.4 – 3.8 GHz frequency bands;
  • in Guiana, spectrum that will be available in the 3410 – 3480 MHz frequency band.

The purpose of this consultation is to help prepare the procedure and conditions for assigning these bands in these territories. Stakeholders are asked to send their contributions before 6 pm Paris time on 26 September 2025.

By way of reminder, Arcep has been conducting a series of frequency assignments in the French overseas territories since 2022, to improve connectivity in those locations and to satisfy users’ needs.

Arcep has carried out multiple spectrum assignments since 2022 in the overseas territories, both for new frequency bands and frequency reassignments for licences that were due to expire on 30 April 2025. These included assignments:

  • in Guiana, of 700 MHz and 3.4 – 3.8 GHz band spectrum in July 2023 and 900 MHz, 1800 MHz and 2.1 GHz band spectrum in March 2025;
  • In Guadeloupe and in Martinique, of 700 MHz, 900 MHz and 3.4 – 3.8 GHz band spectrum in February 2025 and of 1800 MHz and 2.1 GHz band spectrum in March 2025;
  • In Saint Martin and in Saint Barthélemy, of 700 MHz and 3.4 – 3.8 band spectrum GHz in July 2023 and in the 900 MHz, 1800 MHz and 2.1 GHz band spectrum in March 2025;
  • In Réunion, of 700 MHz and 3.4 – 3.8 GHz spectrum in May 2022, in the 900 MHz band in April 2024 and in the 1800 MHz and 2.1 GHz bands in March 2025;
  • In Mayotte, in the 700 MHz band in May 2022, of 900 MHz, 1800 MHz and 2.1 GHz band spectrum in March 2025 and in the 3.4 – 3.8 GHz band in April 2025.

Additionally, in Mayotte, in the aftermath of cyclone Chido in February 2025, Arcep had issued temporary licences to use frequencies to restore and strengthen the capacity of public mobile networks that territory, notably in the 2.6 GHz band, up to 20 February 2028. 

Following these assignments, some frequencies remained or will shortly become available to be used for the operation of public mobile networks in the territories of Mayotte and Guiana. These frequencies are the subject of the public consultation being launched today.

The consultation also addresses spectrum in the 700 MHz band assigned to Maore Mobile in Mayotte which could become available in future.
