Frequency awards in Réunion and Mayotte: Results of the tender dossier examination stage


The procedures for the award of frequencies in the 700 MHz and 3.4 – 3.8 GHz bands in Réunion and in the 700 MHz and 900 MHz bands in Mayotte began on 3 August 2021. On 12 October 2021, four companies [1] had filed their applications for frequency allocation procedures in the territory of Réunion and four companies [2] for the procedures in the territory of Mayotte.

Frequency assignment procedures in Réunion

Having concluded its examination of these tender dossiers, Arcep concluded that:

  • the companies Orange, SRR, Telco OI and Zeop Mobile are eligible to participate in the procedures for the award of 700 MHz and 3.4 – 3.8 GHz band frequencies;
  • the companies Orange, SRR, Telco OI and Zeop Mobile made the four commitments set forth in the specifications and, once the present procedure is complete, can each be awarded a block of 5 MHz (paired) spectrum in the 700 MHz band;
  • because the total number of blocks requested by the applicants in the 3.4 – 3.8 GHz band is equal to the number of available blocks, the principal auction stage for assigning 3.4 – 3.8 GHz band spectrum proved unnecessary. The quantity of spectrum that will be assigned in the 3.4 – 3.8 GHz band at the outcome of this procedure will be as follows:

The four applicants are now authorised to participate in the auction stage for the assignement of the two remaining blocks of 5 MHz (paired) spectrum in the 700 MHz band.

Frequency assignment procedures in Mayotte

 Having concluded its examination of these tender dossiers, Arcep concluded that:

  • the companies Maoré Mobile, Orange, SRR and Telco OI are eligible to participate in the procedures for the award of 700 MHz band frequencies;
  • the companies Maoré Mobile and Telco OI are eligible to participate in the procedures for the award of 900 MHz band frequencies;
  • the companies Maoré Mobile, Orange, SRR and Telco OI made the four commitments set forth in the specifications and, once the present procedure is complete, can each be awarded a block of 5 MHz (paired) spectrum in the 700 MHz band;
  • the company Maoré Mobile was awarded a block of 1.6 MHz (paired) [3] spectrum in the 900 MHz band as part of the process for constituting blocks of 5 MHz (paired) spectrum in the 900 MHz band.

The four applicants are now eligible to participate in the auction stage for the assignement of the two remaining blocks of 5 MHz (paired) in the 700 MHz band.

As part of the process for constituting 10 MHz (paired) blocks of spectrum in the 900 MHz band, 1 MHz of (paired) spectrum is available, and will be awarded through a ranking process between the companies Maoré Mobile and Telco OI, which are eligible to participate in this stage.
