Tender dossiers filed with Arcep for frequency assignments in Guiana, Guadeloupe, Martinique, Saint-Barthélemy, Saint-Martin, Réunion and Mayotte


Following the publication of the Orders launching the procedure for the assignment of frequencies in the 1800 MHz and 2.1 GHz bands in Guiana, in Guadeloupe, in Martinique, in Saint-Barthélemy, in Saint-Martin, in Réunion and in Mayotte, and in the 900 MHz band in Guiana, in Saint-Barthélemy, in Saint-Martin and in Mayotte, Arcep invited interested stakeholders to submit a tender dossier before 12 pm (Paris time) on 1 October 2024. Today, Arcep is publishing the names of the companies that submitted a tender dossier, before the Authority proceeds with their examination, which will be followed by an auction-based assignment procedure, with a view to awarding the spectrum in Q1 2025.

1. Frequency assignment procedure in Guiana

Four companies submitted a tender dossier for the assignment of frequencies in the 900 MHz, 1800 MHz and 2.1 GHz bands in Guiana before the deadline of 12 pm (Paris time) on 1 October 2024:

  • Digicel AFG;
  • Free Caraïbe;
  • Orange;
  • Outremer Telecom.

Companies that did not submit a tender dossier will be unable to participate in the procedure for the assignment of frequencies in the 900 MHz band in Guiana, nor in the procedure for the assignment of frequencies in the 1800 MHz band, nor in the procedure for the assignment of frequencies in the 2.1 GHz band in this territory.

2. Frequency assignment procedures in Guadeloupe and in Martinique

Three companies submitted a tender dossier for the assignment of frequencies in the 1800 MHz and 2.1 GHz bands in Guadeloupe and in Martinique before the deadline of 12 pm (Paris time) on 1 October 2024:

  • Digicel AFG;
  • Orange;
  • Outremer Telecom.

Companies that did not submit a tender dossier will be unable to participate in the procedure for the assignment of frequencies in the 1800 MHz band in Guadeloupe and in Martinique, nor in the procedure for the assignment of frequencies in the 2.1 GHz band in these territories.

3. Frequency assignment procedures in Saint-Barthélemy and in Saint-Martin

Four companies submitted a tender dossier for the assignment of frequencies in the 900 MHz, 1800 MHz and 2.1 GHz bands in Saint-Barthélemy and in Saint-Martin before the deadline of 12 pm (Paris time) on 1 October 2024:

  • Dauphin Telecom;
  • Digicel AFG;
  • Orange;
  • UTS Caraïbe.

Three companies submitted a tender dossier for the assignment of frequencies in the 900 MHz, 1800 MHz and 2.1 GHz bands in Saint-Barthélemy before the deadline of 12 pm (Paris time) on 1 October 2024:

  • Dauphin Telecom ;
  • Digicel AFG ;
  • Orange.

Companies that did not submit a tender dossier will be unable to participate in the procedure for the assignment of frequencies in the 900 MHz band in Saint-Martin and in Saint-Barthélemy, nor in the procedure for the assignment of frequencies in the 1800 MHz band, nor in the procedure for the assignment of frequencies in the 2.1 GHz band in these territories.

4. Frequency assignment procedure in Réunion

Four companies submitted a tender dossier for the assignment of frequencies in the 1800 MHz and 2.1 GHz bands in Réunion before the deadline of 12 pm (Paris time) on 1 October 2024:

  • Orange;
  • SRR;
  • Telco OI;
  • Zeop Mobile.

Companies that did not submit a tender dossier will be unable to participate in the procedure for the assignment of frequencies in the 1800 MHz band in Réunion, nor in the procedure for the assignment of frequencies in the 2.1 GHz band in this territory.

5. Frequency assignment procedure in Mayotte

Four companies submitted a tender dossier for the assignment of frequencies in the 900 MHz, 1800 MHz and 2.1 GHz bands in Mayotte before the deadline of 12 pm (Paris time) on 1 October 2024:

  • Mayotte One;
  • Orange;
  • SRR;
  • Telco OI;

Companies that did not submit a tender dossier will be unable to participate in the procedure for the assignment of frequencies in the 900 MHz band in Mayotte, nor in the procedure for the assignment of frequencies in the 1800 MHz band, nor in the procedure for the assignment of frequencies in the 2.1 GHz band in this territory.

Next stages: examination of the tender dossiers and frequency auction

Arcep will now examine the tender dossiers. It will ensure that they meet the procedure’s eligibility and qualification requirements. Once this examination is complete, Arcep will publish the list of the applicants who are eligible to participate in the principal auction for 1800 MHz and 2.1 GHz bands in Guiana, in Guadeloupe, in Martinique, in Saint-Barthélemy, in Saint-Martin, in Réunion and in Mayotte, and in the 900 MHz band in Guiana, in Saint-Barthélemy, in Saint-Martin and in Mayotte.

Frequencies in the 1800 MHz and 2.1 GHz band in Guiana, in Guadeloupe, in Martinique, in Saint-Barthélemy, in Saint-Martin, in Réunion and in Mayotte, and in the 900 MHz band in Guiana, in Saint-Barthélemy, in Saint-Martin and in Mayotte, will be awarded through an auction-based procedure that will take place in the coming weeks, so that licences can be issued in Q1 2025.
