Arcep held a public consultation from 10 July to 26 September 2025, on frequency assignments in Mayotte and Guiana. This consultation provided an opportunity to gather stakeholders’ feedback on their spectrum requirements in the 3.4 – 3.8 GHz band in Guiana, and to inform the Authority’s future actions on frequencies in the band that will soon become available.
Today, Arcep is opening a second public consultation to obtain stakeholders’ views on the actions the Authority plans to take with respect to frequency assignments and the terms and conditions that may be attached to them.
The present document recaps the current use of the 3.4 – 3.8 GHz band in Guiana, and summarises the feedback obtained from the first public consultation. It then presents the next steps that Arcep plans to take to assign frequencies in that band in the territory.
Stakeholders’ views are being sought on the following points in particular:
- the outlook for using the 3410 – 3480 MHzband for the operation of mobile networks in coastal municipalities in Guiana;
- changes to the geographical scope of the frequency licences assigned to mobile operators 2023 in in the 3.4 – 3.8 GHz band in Guiana, to include the towns of Apatou and Regina;
- the assignment of spectrum in the 3.4 – 3.8 GHz band across other isolated communities in Guiana.
Stakeholders are invited to submit their contribution by 6:00 pm (Paris time) on 12 October 2026.
