After having announced the resumption of its “Arcep and Future networks” cycle of inquiry in October 2023, the first briefing note produced by this initiative has been published.
“From Telcos to Technos”: virtualisation, cloudification, Edge computing… what impact are they having on networks, players and markets?
Virtualisation, the cloudification of network components and Edge computing have been developing steadily over the past several years, and creating technical and economic issues and challenges for the telecoms sector. What are the core market trends? What technical issues surrounding future networks’ infrastructure are driving networks’ growing IT-isation? To what extent could this digital transformation become a key element in how networks operate and the new use cases they enable? How will this affect the market, how will tech companies factor in, and what regulatory issues will arise as a result?
The work carried out in concert with the different stakeholders, and with the assistance of the “Future networks” Scientific committee, created the ability to sketch out some initial answers to these questions, which are presented in the “Telecoms with an IT core” briefing note that Arcep is publishing today.

Arcep’s “Future networks” cycle of inquiry
The purpose of the “Future networks” cycle of inquiry is to prepare Arcep for upcoming challenges in regulating communications network, and to steer its actions accordingly. Analyses are conducted on topics identified by Arcep and its Scientific committee to understand how networks are likely to evolve over the next five to ten years.
The first two topics for the current “Future networks” cycle of inquiry were identified in October 2023: “Telecoms with an IT core” and “Network resilience”. In keeping with this forward-looking approach, discussions are also underway on two other topics: “Data in future networks” and “Viewing telecom networks through the lens of digital habits and people’s expectations”.
