The Authority wishes to publish three opinions concerning La Poste tariffs for 2014 for:
- domestic mail services coming under the universal service;
- mobility range services (forwarding) coming under the universal service;
- international mail services coming under the universal service.
The price changes proposed by La Poste, to take effect from 1 January 2014, provided for a 3.2% increase in the universal service price, of which 2.9 % corresponded to changes in domestic mail tariffs. ARCEP issued an opinion in favour of the proposed changes, apart from those relating to the domestic and international forwarding services (the "mobility" range) and to the pricing zone for Switzerland for international business mail. The opinion issued in these cases was unfavourable.
After taking note of these opinions, La Poste stated that it would not implement the proposed zone change for Switzerland, and that the tariff increase for forwarding services would be much smaller than that envisaged (2% instead of 9%).
