Act No. 2015-912 of 24 July 2015 structures the monitoring process for the use made of techniques implemented by intelligence services. Under this new system, the National Commission for Monitoring Intelligence Techniques, CNCTR (Commission nationale de contrôle des techniques de renseignement) replaces the current National Commission for Security Intercepts, CNCIS (Commission nationale de contrôle des techniques de renseignement), and has been given increased powers.
The new Commission is to have a diverse membership, with a panel of eight high-ranking magistrates, members of parliament and an eminent person appointed on the recommendation of the Chairman of the French Electronic communications and postal regulatory authority (ARCEP).
The Chairman of ARCEP has thus submitted his proposal to the President of the Republic that Patrick PUGES be appointed eminent person to the CNCTR.
Sébastien Soriano, explained his proposal thus:
‘Patrick PUGES has been proposed because of his expertise and technical legitimacy, which will serve to strengthen the effectiveness of the Commission’s monitoring system. The appointment of this network specialist would be a significant technical asset for the CNCTR. Patrick PUGES provides all of the guarantees of independence and responsibility that are required for any member of an independent administrative authority such as the CNCTR.’
It is important to remember that the eminent person will sit on the board of the CNCTR, which must have its own departments, including for the technical dimension of its activities.

Patrick Puges, Curriculum Vitae
After receiving a Telecommunications Engineer’s degree from the Ecole Polytechnique, Patrick Puges began his career in 1978 at the Joint Centre for Television and Telecommunications Research, CCETT (Centre Commun d’Etudes de Télévision et de Télécommunications), in a joint R&D centre operated by France Telecom and TDF. In November 1983, he joined the Engineering Department of Transpac (the France Telecom subsidiary responsible for deploying its leading corporate clients’ enterprise networks), where he was responsible in particular for international standardisation activities. In 1999, Patrick Puges was appointed CTO of Transpac. In October 2002, he became the Chief Technical Officer of France Telecom’s internet subsidiary, Wanadoo, and of France Telecom’s residential communication services division. Since August 2006, he has been the Director of Technical Support for emerging markets, inside France Telecom’s Innovation, Marketing & Technologies division.
