Director Biographies

Olivier Corolleur, Director-General

Olivier Corolleur has been appointed Deputy Director-General of Arcep. Starting on 29 November 2021, he will also assume the position of Director of Arcep’s “Fibre, Infrastructure and Territories” department.

A state industrial engineer, a graduate of the Ecole Polytechnique and Télécom Paris Tech, in 2003 Olivier Corolleur was assigned to the Ministry for Industry where his first position was as secretary of the National Telecommunications research network, before heading up the task force for the creation of competitiveness clusters.

In 2007 he joined the Prime Minister’s office as chief of the Media Development department’s Communication Technologies and Networks bureau – which in January 2010 became the Culture and Communication ministry’s General Directorate for Media and Culture Industries.

He joined Arcep in 2010, first as the head of the Spectrum regulation and management unit, and Deputy Director of the Spectrum and manufacturer relations department, then in 2012 became the Director of Economic affairs and forward-planning and, in 2014, head of the “Internet and users” department.

In 2016, Olivier Corolleur became the Directorate-General for Enterprise’s (DGE) Deputy Director of electronic communications and postal affairs.

His appointment to the position of Director of Arcep’s “Fibre, Infrastructure and Territories” department will take effect on 29 November 2021. He will be succeeding Guillaume Mellier who has been appointed Director of Programmes and public policy support for the National Institute of Geographic and Forest Information (IGN).

Appointed Director General of Arcep on 22 July 2024, Olivier Corolleur will succeed Cécile Dubarry with effect from 19 August 2024.

Clémentine Beaumont, Director of communications and partnerships department

A graduate of Sciences Po Grenoble with a Master of Political and Social communication from the Université Paris 1 Panthéon Sorbonne, Clémentine Beaumont began her career as an institutional communications consultant and later an account manager for a communications agency: she joined TBWA Corporate in 2007 before going to work for Empreinte Corporate in 2014.

In October 2015, Clémentine came to work for Arcep as head of partnerships in the Chairman’s office. On 1 July 2016, she was appointed Director of Communications and Partnerships.

Céline Bredèche, Secretary-General

A graduate of Sciences Po Paris, with a Master’s degree in public law from Université Paris-Sud, Céline Bredèche had been the head of Arcep’s Human Resources unit since April 2016. She had also been the Deputy Director-General since October 2019.

Initially in charge of social dialogue for the Ministry of Culture’s General Secretariat, in 2009 Céline Bredèche joined the Energy Regulation Commission (CRE), an independent administrative authority where she oversaw the HR team and ethical issues. In 2013, she joined the public institution, “Paris Musées” (Paris museums) in 2016 as Deputy director of Human resources and social relations.

Her appointment to the position of Secretary-General of Arcep will take effect on 1 October 2021. She succeeds Catherine Gallet-Rybak, who will be the Deputy director of Administrative, financial and capital affairs for the National Institute for Research in Digital Science and Technology (INRIA).

Olivier Delclos, Director of Arcep’s “Internet, press, postal affairs and users” department

Olivier Delclos has been appointed Director of Arcep’s “Internet, press, postal affairs and users” department.

A graduate of Télécom Paris, Olivier Delclos began his career in 2005 as a telecommunications consultant at Greenwich Consulting. He joined Arcep in 2010, first as Deputy head of the “General authorisation, network security and numbering” unit, before becoming head of the “Operators and legal obligations unit” in 2015, then head of the “Press distribution” unit in 2020.

Since 2019, Olivier Delclos has been Deputy Director of Arcep’s “Internet, press, postal affairs and users” department.

His appointment as director of Arcep’s “Internet, press, postal affairs and users” department took effect on 1 January 2023. He is replacing Loïc Duflot who is now the head of the Ministry of the Economy, Finance, Industrial and Digital Sovereignty’s Digital economy department.

Ghislain Heude, Director of fibre, infrastructure and regional affairs department

A graduate of the Institut d’études politiques of Lyon and the Institut Mines Télécom Business School, Ghislain Heude began his career in auditing and consulting at the firm Arthur Andersen (which became Ernst & Young in France).

In 2006, he joined Arcep to take charge of accompanying local authorities in exercising their new regional digital development powers and responsibilities. In 2010, he joined the “Broadband and superfast infrastructure” unit, overseeing the regulation of access to civil engineering for FttH network deployments.

In 2013, Ghislain Heude went to work for the Ministry of the Economy and Finance to help draft the Plan France Très Haut Débit blueprint for nationwide superfast broadband coverage. In 2014, he became head of the department responsible for examining local authorities’ superfast broadband projects, and coordinated the teams of rapporteurs for the Superfast Broadband task force. After the creation of France’s Digital Affairs Agency (Agence du Numérique), he was appointed Director of the Superfast Broadband task force in 2016.

In September 2017, Ghislain Heude joined the RTE (Réseau de Transport d’Electricité) power transmission network to run its Arteria subsidiary’s Internet of Things (IoT) programme. He became their Director-General in January 2020.

In November 2021, Ghislain Heude rejoined Arcep as the Deputy director of the “Fibre, infrastructures and territories” department, with the particular task of coordinating the work surrounding the switchoff of the Orange legacy copper network.

His appointment to the position of Director of Arcep’s “Fibre, infrastructures and territories” Department took effect on 12 September 2024.

Anne Lenfant, Director of european and international affairs department

Anne Lenfant is a civil administrator. After beginning her career at DGPT (Directorate-General of Posts and Telecommunications), she took charge of the Fixed Operators Unit when ART was created in early 1997, until 2000.

She was responsible for the regulation of occupational health at the Ministry of Social Affairs, then for Community and International issues, before joining ART on 13 October 2003 to head the International Division.

Elisabeth Suel, Director of the Legal Affairs Department

With a post-graduate degree (DEA) in public law, and specialising in regulatory economics, Elisabeth Suel began her career as a university teacher-researcher.

After having served as a law clerk at the Conseil d'Etat, and later a policy officer in the legal department of broadcasting authority, CSA, Ms Suel joined Arcep in 2011 as a policy officer in the Legal Affairs department.

She then went on to head up the "Mobile market and scarce resources" unit, before becoming head of the "Infrastructure and open networks" unit and Deputy director of the Legal Affairs department.

She has been serving as Acting Director since January 2017.

Franck Tarrier, Director of Mobile and Innovation

A graduate of the Ecole Polytechnique and the Ecole nationale supérieure des télécommunications, with a DEA (Advanced studies degree) in industrial economics from Université Paris Dauphine, Franck Tarrier began his career in 2002 as Deputy head of the office of Communications networks and technologies in the Ministry of Culture’s Media development department.

In 2006, he joined the National Research Agency (ANR) as a policy officer. In 2009 he became the head of the Directorate General for Competitiveness, Industry and Services’ (DGCIS) “Software” office. Between 2012 and 2016, he served as the Deputy regional director and head of the “Enterprise, employment and economics” division of the Ile-de-France Regional Directorate of Enterprise, Competition, Consumer Affairs, Labour and Employment (Direccte).

Then in 2017 he joined the Directorate General for Enterprise (DGE) as the Deputy Director of “Transport equipment, mechanics and energy”.

His appointment to the position of Director of Arcep’s “Mobile and Innovation” department will take effect on 1 December 2021.

Anne Yvrande-Billon, Director of Economic, Market and Digital Affairs

Holder of a PhD in Economics from Université Paris I, Anne Yvrande-Billon has been Vice-chair of France’s Transport Regulatory Authority (ART, previously ARAFER) since 2014.

Initially a lecturer in economics at Université Paris I, then scientific advisor to the Council for Economic Analysis starting in 2008, Anne Yvrande-Billon joined the French Competition Authority in 2011, first as an economist and later as Deputy to the Head of the Mergers Unit.

The President of the National Assembly appointed her Vice-chair of the Transport Regulatory Authority on 31 October 2014. Responsible in particular for the Authority’s European Affairs, Ms. Yvrande-Billon was also appointed Bureau Chair of the OECD’s Network of Economic Regulators (NER) in 2019.

From 2017 to 2020, she was President of the Université Paris Dauphine Governance and Regulation Chair.

Anne Yvrande-Billon is a proponent of the idea of regulator as data collector, and promotes data-driven and sunshine regulation. In 2015, she participated in an event hosted by Arcep and “The Family” business incubator: “The digital barbarians are at the gate,” to discuss the benefits of reputational incentive mechanisms and data-driven regulation.

Her appointment as Director of Economic, Market and Digital Affairs will take effect on 1 September 2020.
