The Government launched these procedures in July 2024.

In November 2024, Arcep accepted the applications of the firms:

• Digicel AFG, Free Caraïbe, Orange and Outremer Telecom to participate in the spectrum assignment procedures in Guiana in the 900 MHz, 1800 MHz and 2.1 GHz bands;
• Digicel AFG, Orange and Outremer Telecom to participate in the spectrum assignment procedures in Guadeloupe and in Martinique in the 1800 MHz and 2.1 GHz bands;
• Dauphin Telecom, Digicel AFG and Orange to participate in the spectrum assignment procedures in Saint Barthélemy in the 900 MHz, 1800 MHz and 2.1 GHz bands;
• Dauphin Telecom, Digicel AFG, Orange and UTS Caraïbe to participate in the spectrum assignment procedures in Saint Martin in the 900 MHz, 1800 MHz and 2.1 GHz bands;
• Orange, SRR and Telco OI to participate in the spectrum assignment procedures in Mayotte in the 900 MHz, 1800 MHz and 2.1 GHz bands;
• Orange, SRR, Telco OI and Zeop Mobile to participate in the spectrum assignment procedures in Réunion in the 1800 MHz and 2.1 GHz bands.

The tender examination stage served to determine the exact frequencies that would be assigned to each of the winning candidates in the 2.1 GHz band in Guiana, in Réunion and in Mayotte, and in the 1800 MHz band in Mayotte, as well as the amount of 2.1 GHz band spectrum assigned in Guadeloupe and in Martinique.

The principal auctions for the assignment of spectrum that will be available as of 1 May 2025, and which were held on 17 December 2024[2], served to determine the quantity of remaining spectrum obtained by each of the winning candidates, as well as the orders of priority, established in accordance with the numbering of the portfolios, starting with portfolio No. 1.

In Guadeloupe and in Martinique, the positioning auction for the 2.1 GHz band, whose three stages took place on 14 January 2025, 28 January 2025 and 6 February 2025, served to determine the position of each of the winning candidates’ 5 MHz duplex pair block, which they had obtained at the outcome of the application examination stage.

Arcep determined the positioning of frequencies in Guiana in the 900 MHz and 1800 MHz bands, in Guadeloupe and in Martinique in the 1800 MHz and 2.1 GHz bands, in Saint Barthélemy and in Saint Martin in the 900 MHz, 1800 MHz and 2.1 GHz bands, in Réunion in the 1800 MHz band and in Mayotte in the 900 MHz band, as of 1 May 2025, after having consulted with operators concerned.
