Global Symposium for Regulators (GSR-26)
Arcep Executive Board member, Xavier Merlin, took part in the Global Symposium for Regulators (GSR-26), hosted by the International Telecommunication Union (ITU). He moderated a session on digital infrastructures and was interviewed by ITU (interview can be found here).

Field visit with Minister for AI, Anne Le Hénanff
Arcep Chair, Laure de La Raudière, travelled to Tarbes alongside France’s Minister for AI and Digital Affairs, Anne Le Hénanff, for a field visit devoted to fixed and mobile connectivity in mountain regions. The day began with a gathering dedicated to innovation at a company involved in the energy transition, along with the Mayor of Tarbes, Pascal Claverie, before getting an update from Orange on fibre deployment and the copper network switchoff. Next on the agenda: the town of Pouyastruc hosted a discussion between mayors from the department and representatives of the French Telecoms Federation (FFTélécoms), then on to the mountain town of Arbeost, where discussions focused on eradicating dead zones and safeguarding telecom network resilience. The day concluded with a visit to the “La Turbine“ third place in Arrens-Marsous, which provided an opportunity to discuss how optical fibre networks affect regional development and attractiveness.

French Telecoms Federation (FFT) event on the environmental impact of video practices
Executive Board member, Xavier Merlin, will present the work that Arcep is doing on sustainability, at an event to mark the publication of a study on the impact of the ecodesign of digital services, produced on behalf of FFT by the Greenspector lab and the firm I-Care. This study measures the environmental gains achieved by adopting several of the recommendations set out in the General policy framework for the ecodesign of digital services (RGESN) based on testing done in the lab, and an extrapolation of their impact on a national scale.

Mobile World Congress
An Arcep delegation, including Chair Laure de La Raudière, and Executive Board members, Mireille Clapot and Sarah Jacquier-Pélissier, attended the Mobile World Congress in Barcelona from 2 to 4 March. It was an opportunity to talk with stakeholders about new practices and technologies, but also about their expectations with respect to regulation, and the sector’s challenging political and economic situation.

Panel discussion on “Broadcasting and news deserts”
Hosted by Sarah Benlolo, Associate professor for the Master’s in Journalism programme at the Université de Cergy-Pontoise and Senior editor of Union Presse (Culture Presse magazine), Arcep Executive Board member, Xavier Merlin, participated in the symposium on “Journalists in a fractured media landscape/Journalistes, face aux fractures informationnelles”. He spoke to an audience of students and news media professionals about the work that the Authority is doing to ensure broad and balanced coverage of the point of sale network, highlighting the December 2025 Decision setting the conditions for newsagents’ remuneration.

3rd edition of the IPv6 workshop
At the 3rd edition of the workshop on IPv6 in France, hosted by Arcep, IDATE and IPv6 Forum, Executive Board member, Mireille Clapot presented the Authority’s views on the issues surrounding IPv6 and the future of the internet. This edition was marked by the creation of the “IPv6 2030: the conditions for a future IPv6 internet” forward-looking working group within the IPv6 task force. The data reveal an overall clear progression in the rate of adoption of IPv6 amongst ISPs: virtually all consumer subscribers are forecast to have IPv6 connectivity by the end of 2027. There nevertheless remains a lag in IPv6 adoption amongst businesses, Wi-Fi hotspots and hosting companies.

Cercle Credo “Le rendez-vous de la Fibre”
Executive Board member, Zacharia Alahyane, explained how the Authority is supporting the decommissioning of the Orange legacy copper network, and the shutdown of 2G and 3G networks, at a “rendez-vous de la fibre” event on the topic, hosted by Cercle CREDO.
